We are born equal and given different abilities. Special educational needs and disabilities are but part of humanity and human diversity. Everyone, regardless of needs and abilities, deserves quality education so that personality, physical and mental abilities can be developed to the fullest potential. Equal rights to education are the key to a fair, caring and tolerant society.
Mission and Aims
We are dedicated to promoting equal rights of persons with special educational needs and disabilities to quality education; ensuring the fullest development of their personality and physical and mental potentials; enhancing their ability to serve and participate in the society; promoting an inclusive society; and advancing the spirit and implementation of the United Nations Convention on the Rights of Persons with Disabilities.
We share information and knowledge about inclusive and special education, including experiences and good practices from around the world.

We bring the SEN and disability communities together to form a network of exchanges and a strong voice of advocacy for the equal rights to quality education, at the local, regional and international levels.
We monitor the implementation of Article 24 of the United Nations Convention on the Rights of Persons with Disabilities in Hong Kong.
